Budget Advisory Committee Meeting Minutes
January 10, 2012

Attendance:  Norman Nickerson, Gary Russell, Christine Long, Patty Donovan and Myron Steere

NNickerson opened the meeting at 6:30 PM.

John Gryval, GF School Board member, spoke to the committee concerning the Conval School District Budget.  The taxes from the school are based 50/50 on property values and town school enrollment.  JGryval noted the Greenfield school population remains constant while most other towns have a declining enrollment which will result in an increasing cost for the town.  We briefly discussed the upcoming bond issue and the increasing SAU budget.  JGryval offered to be available for discussion at any time.

The committee reviewed the as of October budget (no updated budget was available).

The Recycling Center budget was a major concern with a nearly 20% increase over 2011.  The need to offset increases in costs with additional income was discussed and generally accepted to consider an increase.

It was noted that Antrim and Bennington hired or were going to hire a utility assessment firm to evaluate the tax assessment on utility property.  Should Greenfield consider reassessing utility property, especially since if not done we will be paying increasing utility bills to pay other towns’ increased assessments. Committee agreed that property taken by tax deed should be sold at early as possible date to increase property tax income. (Selectmen note.)   

Next meeting original schedule for Tuesday, January 17, 2012 needs to be rescheduled due to conflict with school budget hearing.  Meeting rescheduled to 6:30 PM on Wednesday, January 17.
